Definition

A direct award is a Call-Off Contract placed under a framework agreement without running a further competition. Direct award is permitted where the framework evaluation criteria are sufficient to identify the most suitable supplier without a new competition. G-Cloud operates entirely on a direct award basis: buyers select from the published catalogue using service descriptions and pricing. Direct award is the fastest call-off mechanism but the framework rules tightly constrain when it is permitted.

How it works in practice

The default direct award use case is a single-supplier framework: there is only one supplier in the relevant lot, so a competition is unnecessary. For multi-supplier frameworks, direct award is usually limited to specific circumstances: where the framework evaluation already identified the most suitable supplier for the use case (G-Cloud is the classic example, where suppliers publish detailed service descriptions and rate cards at framework award and buyers select directly from the catalogue), where the call-off value is below a defined threshold, or where the buyer can evidence that one supplier is uniquely suitable. The framework rules state the permitted direct award circumstances; deviating risks challenge from other framework members. The advantage of direct award is speed: a call-off can be placed in days rather than weeks. The risk is justification: if a direct award is later challenged, the buyer must evidence why competition was not required. Under the Procurement Act 2023, direct award is one of the three permitted procurement procedures (alongside Open and Competitive Flexible) but is restricted to specific circumstances such as extreme urgency, no responsive bidder after a competition, or where additional supplies are needed from an existing supplier. When is direct award permitted under a framework?

When the framework rules allow it. Single-supplier frameworks are direct award by default. Multi-supplier frameworks typically permit direct award for specific use cases (catalogue-based purchasing on G-Cloud, sub-threshold call-offs, uniquely suitable supplier). How does G-Cloud direct award work?

Suppliers publish detailed service descriptions, pricing, and terms in the G-Cloud catalogue at framework award. Buyers search the catalogue, evaluate services against their requirement, and select directly. Buyers must document their selection rationale but no further competition is needed. The model trades upfront supplier effort (detailed catalogue listings) for ongoing low-friction call-offs.

Is direct award the same as single-source procurement?

Related but distinct. Single-source procurement is the procurement equivalent of direct award outside the framework context: a contract awarded without competition because (typically) only one supplier can meet the requirement. Single-source procurement under PA 2023 requires specific justification and is restricted to defined circumstances such as extreme urgency or technical exclusivity.
