Qualification Procedures are the processes used to confirm whether a supplier meets the minimum standards to participate in a procurement. Under PCR 2015 the standards are called "selection criteria" assessed through the Selection Questionnaire or Pre-Qualification Questionnaire. Under PA 2023 the equivalent statutory label is "conditions of participation". Both frameworks cover financial standing, technical capability, relevant experience, exclusion grounds, and supplementary topics (insurance, modern slavery, compliance certifications).
How it works in practice
Qualification operates as the first filter in two-stage procurement procedures (Restricted, Competitive Dialogue under PCR; Competitive Flexible under PA 2023) and also runs alongside Open procedure to validate that bidders meet baseline standards. Pass-fail topics (mandatory exclusion grounds, minimum financial thresholds, mandatory certifications) are tested first; bidders failing pass-fail topics are excluded from further consideration.
