The Belfast Telegraph has reported concern at Stormont over what it described as "serious questions" over consultancy spending, with an MLA warning the total may climb once the health department's outlay is revealed. That story focuses on money spent on outside advisers. Our data cannot settle a spending debate, but it can add useful scale to how much procurement runs through Northern Ireland and what consultancy awards typically look like elsewhere in the UK.
The scale of Northern Ireland procurement
In the year to 26 September 2026 there were 1,347 Northern Ireland notices published across the sources we track. That figure counts notices whose recorded region code places them in Northern Ireland, whichever source carries them, and a notice published by two sources is counted once.
One caveat matters here. Northern Ireland notices reach us through Find a Tender from 2 January 2024 and through TED from 7 September 2016, so a longer comparison would measure our own coverage as much as the market itself. We only count notices whose location is recorded as a standard UK region code, so anything filed without a clean region code will not appear.
That single count spans everything from health and social care to construction and professional services. Consultancy is only one slice of it. For suppliers trying to understand the shape of a region's demand, the total notice count is a better starting point than any one spending headline.
What consultancy awards actually look like
To put the consultancy debate in wider context, we looked at consultancy awards recorded on Contracts Finder across the UK for the financial year to date. Since 1 April there have been 734 consultancy awards, counting Contracts Finder award notices whose tender carries a CPV code beginning 794, with lots collapsed to one award each.
The striking figure is the size of the typical award. The median consultancy award value this financial year to date is £7k median. In other words, half of these awards sit below that value. Headline totals can look large, yet the individual awards behind them are often modest.
A few points to keep in mind when reading these numbers:
- CPV 794 covers business and management consultancy, so consultancy bought under an IT heading is missed.
- These figures are Contracts Finder only, and lots are collapsed to one award each.
- Awards are often published weeks after they are made, so the current year is undercounted and will rise.
- Award values are the contract ceiling recorded on the notice, not money paid, so they must never be added up or read as a bill.
That last point is the crucial link back to the Stormont story. Values on notices are ceilings, not invoices. A spend figure and a notice value answer different questions, as we explain in our piece on public sector spend data versus tender notices. If you want to understand how the codes behind these counts work, our guide to CPV codes explains the classification we used.
What this means for suppliers
For small and medium sized suppliers, the takeaway is practical. Northern Ireland runs a large volume of procurement, with 1,347 notices in the last 12 months, and consultancy is a live category with hundreds of awards a year across the UK. Many of those awards are small enough to be realistic targets for smaller firms.
If you are weighing whether a category is worth pursuing, sizing the market from award data is more reliable than reacting to headlines. Our guide on sizing your market using award data walks through how to do that without over reading any single number.
Data in this piece comes from KimonBids analysis of published notices. It describes procurement activity, not spending decisions, and it does not comment on any organisation's value for money.
Frequently asked questions
How many Northern Ireland notices were published in the last 12 months?
There were 1,347 Northern Ireland notices published in the 12 months to 26 September 2026, counting notices whose recorded region code places them in Northern Ireland across all sources we track, with duplicates counted once.
What does the consultancy award data show?
Across the UK there were 734 consultancy awards recorded on Contracts Finder in the financial year to date, with a median value of £7k median. This covers CPV codes beginning 794 for business and management consultancy only.
Can these figures be read as actual spending?
No. Award values on notices are contract ceilings, not money paid, so they must never be added up or read as a bill. A spend figure and a notice value answer different questions.
Why can the Northern Ireland count not be compared over a long period?
Northern Ireland notices reach us through Find a Tender from 2 January 2024 and TED from 7 September 2016, so a longer comparison would measure our own coverage as much as the market.
