About APUC

APUC stands for Advanced Procurement for Universities and Colleges. It is the procurement centre of expertise for Scottish higher and further education, owned by the institutions it serves, and it establishes collaborative framework agreements that every Scottish university and college can call off from. It also provides shared procurement capability and support to institutions whose own teams are small.

For a supplier this is a very efficient buyer to understand. One APUC competition can open the door to the whole Scottish tertiary sector, which is roughly nineteen universities and a network of colleges, without needing to qualify with each institution separately. Conversely, missing an APUC framework can lock a supplier out of most of that market for the length of the term.

Recent awards by APUC

Award notices are published on Public Contracts Scotland, and above threshold activity also reaches Find a Tender. Because APUC's output is multi supplier framework agreements rather than single contracts, a single award notice frequently names a long list of admitted suppliers, which is why the supplier count attached to its awards is high relative to the number of notices.

APUC appears in our data under more than one spelling of its company name, including abbreviated forms, so a supplier researching its history should search for each rather than relying on one.

Frameworks APUC operates

The APUC portfolio covers laboratory consumables and equipment, IT hardware and software, library and academic resources, furniture, catering and food, travel, print, professional services, estates and facilities categories, and utilities. Some agreements are Scotland specific; others are jointly established with the other UK higher education consortia so that a single competition serves institutions across more than one nation.

APUC also signposts institutions to Scottish Government and Crown Commercial Service arrangements where those are the better route, so the presence of an APUC framework does not always mean it is the only compliant option available to a college.

Common CPVs procured by APUC

Division 80, education and training services, leads and reflects the sector specific services APUC contracts for on behalf of institutions. Division 79 covers business services including consultancy, recruitment and print. Division 72 covers IT services and division 15 food and beverages, the latter reflecting catering agreements used across campuses. Division 90 covers cleaning, waste and environmental services and division 50 repair and maintenance. That spread is characteristic of a sector buying organisation rather than an institution: it is broad and category led, with no single research or estate concentration.

Frequently asked questions

Do Scottish universities have to use APUC frameworks?

Not as a legal obligation, but in practice they use them heavily because doing so is compliant, quick and free of the cost of running an individual competition. An institution may procure independently where no suitable framework exists or where a local requirement justifies it. For suppliers, the working assumption should be that if an APUC framework covers the category, it is the route the institutions will take.

How does APUC relate to the other UK higher education consortia?

APUC serves Scotland. Equivalent bodies serve other parts of the UK, and the consortia collaborate on some agreements so a single competition can serve institutions in more than one nation. Suppliers should check whether a framework is Scotland only or UK wide before deciding how much of the market a single bid actually reaches.

What happens if I miss an APUC framework competition?

You usually wait. Framework agreements typically run for two to four years and, unlike a dynamic market, do not normally admit new suppliers mid term. The practical response is to track the expiry dates of the agreements covering your category, engage during any pre market consultation, and be ready when the renewal competition opens.

Does APUC buy for colleges as well as universities?

Yes. Its remit covers Scottish further education colleges alongside the universities, and several of its agreements are designed with colleges specifically in mind. Colleges tend to have smaller procurement teams and rely more heavily on collaborative frameworks, so for some categories the college market is more accessible through APUC than the university one.
