Public Contracts Scotland is the national procurement portal for Scotland, used by Scottish Government, NHS Scotland, local councils, and other Scottish contracting authorities to publish opportunities. Many Scottish frameworks and high-value contracts are only advertised here, separate from the UK-wide Contracts Finder and Find a Tender portals. The portal is operated by Scottish Government under the Procurement Reform (Scotland) Act 2014, which keeps Scotland out of scope of PA 2023.
How it works in practice
Scotland operates its own procurement regime distinct from the rest of the UK. The Procurement Reform (Scotland) Act 2014 and the Public Contracts (Scotland) Regulations 2015 set the statutory rules; PCS is the publication platform. For above-threshold contracts that meet the FTS threshold, Scottish authorities often cross-post to Find a Tender as well so cross-border suppliers can see the opportunity. The portal also hosts Quick Quote (the Scottish equivalent of an ITQ for low-value spend) and a supplier registration database. Sub-threshold opportunities below £50,000 generally do not require PCS publication but many authorities publish anyway for transparency. Major Scottish framework operators include Scottish Procurement (central government framework operator), Scottish Government Tackling Child Poverty Delivery Plan procurements, and NHS Scotland National Procurement. Common questions
Does the Procurement Act 2023 apply in Scotland?
No. Scotland is out of scope of PA 2023. Scottish public procurement continues under the Procurement Reform (Scotland) Act 2014 and the Public Contracts (Scotland) Regulations 2015. Scotland is consulting on its own modernisation but at time of writing operates under the existing Scottish framework.
Is PCS the same as Contracts Finder?
No. Contracts Finder is the UK-wide portal for England and (some) Wales/NI sub-threshold opportunities. PCS is the dedicated Scottish portal. Cross-border above-threshold contracts may be published on both, but the legally required publication for Scottish public bodies is PCS.
What is Quick Quote on PCS?
Quick Quote is a streamlined ITQ-equivalent for low-value Scottish public sector spend. It works through the PCS portal: the buyer publishes a short specification, invites a small number of suppliers from the PCS supplier database, and receives priced responses.
