Sell2Wales
The national procurement portal for Wales; covers Welsh Government, NHS Wales, local authorities, and other Welsh public bodies.
Definition
Sell2Wales is the national procurement portal for Wales, covering public sector opportunities from Welsh Government, NHS Wales, local authorities, fire and rescue services, and other Welsh public bodies. Operated by Welsh Government alongside Contracts Finder, Sell2Wales is the primary publication channel for sub-threshold Welsh public sector spend; above-threshold opportunities are typically cross-posted on Find a Tender. Wales is in scope of the Procurement Act 2023 but has its own additional statutory requirements around the Welsh language and the Well-being of Future Generations Act.
How it works in practice
Sell2Wales operates similarly to Contracts Finder: contract notices, award notices, and a supplier database are all hosted on the portal with an OCDS-compatible API. Welsh suppliers and UK-wide suppliers with capability in Wales monitor Sell2Wales as the primary feed of Welsh opportunities. The Welsh language requirement is significant: many Welsh public sector contracts require the supplier to be able to communicate in Welsh and English in delivery, particularly for public-facing services in Welsh-speaking communities. Bid responses can be submitted in either language. The Well-being of Future Generations Act 2015 requires Welsh public bodies to consider long-term wellbeing impacts in procurement decisions; bidders increasingly evidence how their delivery supports the seven well-being goals (prosperous, resilient, healthier, more equal, cohesive communities, vibrant culture and language, globally responsible Wales). Sell2Wales also lists Quick Quote opportunities for low-value Welsh public sector spend, and supplier engagement events for upcoming Welsh frameworks. KimonBids polls Sell2Wales alongside the other UK portals and tags Welsh-language requirements so bilingual suppliers can prioritise.
Common questions
Do I need Welsh language capability to bid via Sell2Wales?
For many but not all opportunities. Public-facing services in Welsh-speaking areas typically require Welsh and English delivery capability. Back-office or technical services often do not. The specific Welsh language requirement is stated in each contract notice and ITT.
Is Sell2Wales replaced by the Procurement Act 2023 central digital platform?
The transition path is unfolding. Wales is in scope of PA 2023 and many notices will flow through the unified central platform, but Welsh Government continues to operate Sell2Wales as the dedicated Welsh portal for compliance with Welsh-specific requirements (language, Wellbeing Act). Suppliers should continue monitoring Sell2Wales alongside the central platform.
What is the Well-being of Future Generations Act 2015?
A Welsh statute that requires public bodies to consider long-term wellbeing impacts in their decisions, including procurement. Welsh public sector tenders increasingly include evaluation criteria tied to the seven well-being goals. Bidders evidence their contribution to wellbeing alongside the standard social value framework.
