Definition

Sell2Wales was the national procurement portal for Wales, covering public sector opportunities from Welsh Government, NHS Wales, local authorities, fire and rescue services, and other Welsh public bodies. It has since merged into Find a Tender, which is where Welsh public sector notices are published today. Operated by Welsh Government alongside Contracts Finder, it was the primary publication channel for sub-threshold Welsh public sector spend, with above-threshold opportunities cross-posted to Find a Tender; that whole range now publishes to Find a Tender. Wales is in scope of the Procurement Act 2023 but has its own additional statutory requirements around the Welsh language and the Well-being of Future Generations Act.

How it works in practice

Sell2Wales operated similarly to Contracts Finder: contract notices, award notices, and a supplier database hosted on the portal with an OCDS-compatible API. Welsh suppliers and UK-wide suppliers with capability in Wales now monitor Find a Tender as the feed of Welsh opportunities. The Welsh language requirement is significant: many Welsh public sector contracts require the supplier to be able to communicate in Welsh and English in delivery, particularly for public-facing services in Welsh-speaking communities. Bid responses can be submitted in either language. The Well-being of Future Generations Act 2015 requires Welsh public bodies to consider long-term wellbeing impacts in procurement decisions; bidders increasingly evidence how their delivery supports the seven well-being goals (prosperous, resilient, healthier, more equal, cohesive communities, vibrant culture and language, globally responsible Wales). Do I need Welsh language capability to bid for Welsh contracts?

For many but not all opportunities. Public-facing services in Welsh-speaking areas typically require Welsh and English delivery capability. Back-office or technical services often do not. The specific Welsh language requirement is stated in each contract notice and ITT.

Is Sell2Wales still running?

No. Sell2Wales has merged into Find a Tender under the Procurement Act 2023 consolidation, so Welsh public sector notices publish there rather than on a separate Welsh portal. The Welsh-specific requirements have not gone away: the Welsh language duty and the Well-being of Future Generations Act still shape Welsh contracts, and those requirements appear in the notice itself.
