Definition

A capability statement is a short, structured document that summarises your organisation's experience, qualifications, and ability to deliver specific types of contracts. Public sector buyers often request a capability statement as part of pre-qualification, market engagement, or as a stand-alone attachment to a Selection Questionnaire. A strong capability statement is sector-specific, evidence-backed, and tailored to the buyer's priorities, rather than a generic company brochure.

How it works in practice

A typical capability statement runs to two or three pages and follows a standard structure: an introduction stating who you are and which sectors you serve, a section on relevant experience with two or three named case studies, a section on key personnel with role-specific CVs, a section on certifications and accreditations, and a closing section on quality, social value, and accreditation status. The case studies are the single most important element: buyers use them to gauge whether you have done similar work for similar organisations at similar value. Each case study should name the client (with permission), describe the contract value and duration, summarise the requirement, and quantify the outcome. The capability statement should mirror the buyer's language: if the tender talks about "outcome-based commissioning" or "place-based delivery", the statement should use those terms where they fit your work. Treat the capability statement as a living document maintained in your Bid Library: a sector-specific version (NHS, central government, blue-light, housing) costs less effort to keep current than reinventing it for each opportunity.

Common questions

How is a capability statement different from a method statement?

A capability statement evidences that you can deliver this kind of work (track record, qualifications, certifications). A method statement explains how you will deliver this specific contract (approach, mobilisation, team structure, risk management). Buyers often request both at different stages of the procurement.

How long should a capability statement be?

Two to three pages is typical and most useful. Some buyers specify a maximum page count or word limit; check the request first. Where there is no specified limit, treat scarcity as a virtue: a focused two-page statement with three strong case studies will read better than a ten-page brochure with twenty generic claims.

Should I tailor the capability statement to each bid?

Yes for any significant opportunity. Maintain sector versions in your bid library and adjust the case studies and emphasis for each tender. A statement that names the buyer, references their stated priorities, and selects case studies that mirror their requirement will outscore a generic one even if the underlying capability is identical.
