Definition

Transparency Data Portals expose procurement data via OCDS (Open Contracting Data Standard) compatible APIs. UK public sector portals including Contracts Finder, Find a Tender, Sell2Wales, and Public Contracts Scotland all expose OCDS feeds that third-party tools can ingest. The Procurement Act 2023 Central Digital Platform extends the data model with additional notice types (Pipeline, Tender, Transparency, Award, Contract Performance) all OCDS-compatible. Together these portals support analytical use of public procurement information by suppliers, journalists, researchers, and policy makers.

How it works in practice

OCDS structures procurement data through the contract lifecycle: planning (Pipeline), tender (Contract Notice), award (Award Notice), implementation (Performance Notices). Each stage has standardised fields covering buyer, supplier, value, period, lots, and so on. Third-party tools (including KimonBids) ingest the data via API and provide search, filtering, alerting, and analytics. Common analytical use cases include monitoring competitors (which contracts have they won, what frameworks are they on), buyer analysis (which procurement procedures does a buyer favour, what value bands), market sizing (total spend in a category across buyers), and pipeline scouting (which upcoming opportunities match supplier capability). The portals are not the only data source: published Award Notices carry the formal award detail but full contract documents (specifications, tender responses) are typically not on the portal and require FOI requests for access. The supplier conduct record under PA 2023 adds a per-supplier view aggregating data across contracts. For suppliers the practical implication is that procurement data is increasingly transparent: competitors can see your wins, buyers can see your performance, and analytical tools surface patterns. Strong public-sector commercial strategy increasingly works with this transparency rather than against it.

Common questions

What is OCDS?

Open Contracting Data Standard, an international data standard for publishing structured procurement data. UK public sector portals all publish OCDS-compatible feeds. Tools that ingest OCDS data work across the portals with the same data model.

Can I access procurement data programmatically?

Yes, all the major UK public sector portals expose OCDS-compatible APIs. Contracts Finder, Find a Tender, Sell2Wales, and Public Contracts Scotland all publish feeds. The PA 2023 Central Digital Platform extends the data model with additional notice types. KimonBids ingests these feeds and surfaces matching opportunities through saved alerts.

Are contract documents (specifications, tender responses) in the data portals?

Generally no. The portals carry notices (contract notice, award notice, etc.) and structured contract metadata, not the full contract documents. Specifications, tender responses, and contract terms are typically available through the tender portal during procurement and via FOI requests after award. Full text access varies by buyer.
