ESPO is hosted by Leicestershire County Council and YPO is owned by a consortium of northern authorities. Their category coverage overlaps substantially across areas such as furniture, catering, facilities and technology, so many suppliers apply to both. For a smaller supplier they are often a more realistic first national framework than a central government competition, because the qualification requirements are usually lighter.
